I get your point however, what worries me is such insurrections can have the "Querroo" effect! Make leadership not only hide in White house bunker but, run/hide as in Mekele City! Hahaha!

to apply shoot to kill first u must allowed people to protest peacefully ... when they were allowed to protest peacefully they start rioting and looting then you can start shooting not to stop peaceful demonstration that is right but the riot and the looting ..
