አዋጅ ቁጥር 270/1994 ‹‹የኢትዮጵያ ተወላጅ የሆኑ የውጭ ዜጎች በትውልድ አገራቸው የሚኖራቸውን መብት ተጠቃሚነት ለመወሰን በወጣው ሕግ መሠረት፣ ማንኛውም የውጭ ዜግነት ያለው ትውልደ ኢትዮጵያዊ በዚህ የኢትዮጵያ ተወላጆች በሚለው አዋጅ ውስጥ በአንቀጽ 6 በተገለጸው ማለትም በማናቸውም በመንግሥት ደረጃ በሚካሄድ ምርጫ የመምረጥና የመመረጥ መብት እንደሌላቸው፣ በማንኛውም የአገር መከላከያ፣ የአገር ደኅንነት ወይም በውጭ ጉዳይ መሰል የፖለቲካ የመንግሥት መሥሪያ ቤቶች በመደበኛነት መሥራት የማይችሉ መሆኑ መደንገጉን ያስረዳሉ፡፡

As a matter of fact, Jawar himself quoted this Proclamation in 2018 to oppose the appointment of Ms Billene Seyoum (ቢልለኔ ሥዩም) as a Press Secretary for the Office of the Prime Minister. She has allegedly a Canada citizenship.

Selam, how about in civil defense force of a kilil? Is this considered part of the national defense forces? And who decides if a Somalian is Ethiopian or Kenyan or Somalian? Then the same also should be asked for people living around the border area? Can we tell who is Ethiopian or not, if he is able to speak one of the local languages? Or one can use Dr. Merrara's criteria, if he speaks "Ethiopian" then he is Ethiopian!

Not sure what you meant by “civil defense force?”
If you’re talking about regional police force, I assume the federal law applies because they’re part of the government body.

Why would a Somalian or Kenyan be considered Ethiopian? Ethiopian citizenship is granted by descent only. Meaning, one or both of you parent should be Ethiopian. There is no birthright in Ethiopia. What if i ask you back: who has been deciding these things in the past?
